HONOLULU, Hawaii -- Lt. Cmdr. Kyle Ensley relieved Cmdr. Todd Wimmer as the Civil Engineering Unit Honolulu commanding officer during a change of command ceremony at Base Honolulu, Thursday.

Capt. T. Wade Gesele, commander, Shore Infrastructure Logistics Center, presided over the ceremony.

The change of command is a time-honored tradition aboard ships and shore commands. It represents a total transfer of responsibility, authority and accountability from one individual to another. The core of the event is the formal passing of command in the presence of the entire crew, leaving no doubt as to who has assumed the mantle of authority.

Most recently, Ensley served as assistant facility engineer of Base Kodiak, Alaska, leading a diverse staff of 220 civilian, active duty, and contracted personnel maintaining and operating the historic $3.2 billion installation.

Ensley’s previous assignments include civil engineering duty at CEU Providence, Rhode Island, facility engineer of Base Miami Beach, and the assistant engineer aboard U.S. Coast Guard Cutter Alex Haley (WMEC 39).

In addition, Ensley is a licensed civil engineer in the state of Florida, educated in structural and constructive engineering.

Ensley graduated from the U.S. Coast Guard Academy in 2006, with a Bachelor of Science in civil engineering and holds a Master of Science in civil engineering from the University of Illinois, 2009.

Wimmer served as the commanding officer for the Coast Guard Civil Engineering Unit Honolulu since March 2016, and will be heading to
Coast Guard Training Center Petaluma, California.

Wimmer’s previous assignments include the mission readiness asset management division chief at CEU Oakland, California, civil and construction project engineer with CEU Juneau, Alaska, facilities planner and construction engineer with Facility Design and Construction Center Atlantic, Norfolk, Virginia, and shipboard engineer and damage control assistant aboard Coast Guard Cutter Alert (WMEC 630)

Wimmer is a 2002 graduate of the Coast Guard Academy with a bachelor’s in civil engineering and served in various positions aboard ship and at shore facilities. He is a civil engineer and holds a Master’s Degree in civil engineering from the University of Colorado, Boulder, and is a licensed Professional Civil Engineer registered with the State of Alaska. He is also a LEED Accredited Professional under the U.S. Green Building Council.

CEU Honolulu was established in 1990 having evolved from Maintenance and Logistics Command Pacific Shore Maintenance Detachment. The commanding officer of CEU Honolulu is responsible for field execution of the Coast Guard Civil Engineering and Environmental Programs including all project planning, design, construction, and contracting in support of operations and shore infrastructure in the Coast Guard’s 14 District.
