The purpose of the tour was to review and establish combined goals and future plans for joint training and exercises. Frank Cable, forward-deployed to the island of Guam, repairs, rearms and reprovisions submarines and surface vessels in the Indo-Pacific region.

Explosive ordnance disposal technicians assigned to the Japan Maritime Self-Defense Force (JMSDF) and the U.S. Navy participate in a live bottom mine contact charge demonstration during IWOTO 2019. IWOTO 2019 is one of the largest live mine countermeasures exercises conducted in the entire world, providing personnel with the opportunity to conduct contact charges and FMRs against real mines without sensor packages.
