TARAWA, Kiribati - Under Secretary of the Navy Thomas Modly lays a wreath at the memorial for the Sailors and Marines killed and wounded during the Battle of Tarawa during a ceremony, Sept. 24, 2018. Modly is on a multination visit to the Oceania region focused on strengthening partnerships and cooperation.
