The hybrid event was held both virtually and in-person at the newly established Defense Innovation Unit OnRamp Hub Hawaii in Honolulu—a location symbolic of the collaborative ties being forged between the Department of War and the commercial tech sector.
“We have worked hand in hand with the PMTEC team for the last 18 to 24 months to bring these opportunities to reality,” said Larry Jordan, DIU Ecosystem Engagement Lead. “We are partnering with the PMTEC team, INDOPACOM, and industry within the ecosystem both here on island and across the national network.”
The “national network” is an ecosystem of collaboration and innovation across the United States. The DIU operates innovation hubs in Ohio, Kansas, Arizona, Hawaii, Kentucky, Minnesota, and Montana designed to connect stakeholders from government, industry and academia to accelerate the development and deployment of advanced technologies for national defense and security.
PMTEC’s Commercial Industry Days embody the Department of War's modernized acquisition strategy. By engaging with industry early and often, the PMTEC aims to break down barriers for non-traditional defense contractors, shorten the timeline from concept to deployment, and tap into the vibrant commercial innovation ecosystem.
“Engaging with our commercial partners is not just a priority, it's a strategic imperative,” said Brent Parker, PMTEC Commercial Industry Engagement Lead. "These forums allow us to bridge the gap between military requirements and commercial innovation, ensuring we can rapidly identify, integrate, and deploy cutting-edge capabilities directly to the warfighter."
Discussion focused on topics such as coalition interoperability, the development of a data-centric, all-domain environment, and artificial intelligence.
"Artificial intelligence is a top priority for INDOPACOM,” said Mary Ann Swendsen, PMTEC Experimentation Integrator. “We are actively seeking to leverage it not just for administrative efficiency, but for critical warfighting applications, including decision support, game theory, and command and control in degraded environments."
The event was well-received by industry leaders, including Joe Ring, President of El Capitan Consulting LLC, a Service-Disabled Veteran-Owned Small Business on Oahu. Ring praised the event's transparency and actionable insights.
"The biggest take away was the concentrated effort to be as transparent as possible,” said Ring. “It was very detailed information on INDOPACOM's priorities … especially under the new Department of War acquisition transformation strategy that highlights industry has to be a partner if we want to rapidly develop and field new capabilities. It is very clear that INDOPACOM, through the PMTEC team, is aligned with what the Secretary is trying to do."

JWX25 enabled allies to operate in a digital wargaming environment hosted by Lockheed Martin at multiple locations, a continuous series of events in validating shared data links and enhancing joint mission thread integration. JWX25 enabled U.S. and ally teams to explore new concepts and options. AI tools like Genesis, LM Navigator, and data-analysis tools accelerated course of action generation and data synthesis. The teams utilized Joint Battle Orchestration, Non-Kinetic Effects, and Post Battle Summary tools to run multiple iterations on employment of unmanned systems capabilities.
“Providing allies with real-time access to critical data ensures coalition forces can respond quickly and effectively to emerging threats or opportunities,” said Joseph Root, USINDOPACOM J8 Technical Director. “This achievement underscores the importance of seamless collaboration in modern coalition warfare.”
Representatives from USINDOPACOM J7’s Pacific Multi-Domain Training and Experimentation Capability (PMTEC), which fosters collaboration with industry innovators, observed JWX25 to assess the progress and promise of integrating advanced commercial tools and putting pioneering technologies directly into warfighter hands.
"JWX25 exemplifies PMTEC’s mission to bridge the gap between warfighters and commercial partners," said Brent Parker, PMTEC commercial industry engagement lead. "Deploying state-of-the-art tools like Lockheed Martin’s Joint Battle Orchestration and AI-driven logistics suites in a realistic, combined environment allows us to test, learn, and adapt at a pace that traditional acquisition cycles cannot match."
USINDOPACOM conducted the experiment as a distributive digital wargame, with participants located at Suffolk, Virginia, Camp Smith, Hawaii, and other operational locations.
May Ann Swendsen, PMTEC Experimentation Integrator, highlighted the significance of the wargame’s design. "Our goal with PMTEC is to create a persistent, mission-focused environment where we can rigorously assess new capabilities and concepts," said Swendsen. "JWX25's distributed format provided a robust rehearsal for multi-domain planning and allowed us to capture the qualitative data needed to advance operational readiness with key allies.”
By digitally replicating emerging systems such as unmanned swarms and long-range hypersonic fires, JWX25 generated essential data to evaluate lethality, mass, and survivability. These insights will inform USINDOPACOM's future capability mix, force design initiatives, and investment priorities, aligning with PMTEC's mission to deliver data-driven analysis for critical resourcing decisions.
The technical challenges encountered during JWX25 provided valuable lessons for future improvements. Plans are underway to leverage distributed facilities like the Wayfinder Digital Engagement Center in Honolulu for upcoming JWX iterations. Additionally, the integration of Top Secret-level tools is expected to enhance fidelity in experiments scheduled for 2026.
