1. How do I submit a TT/IATP entry if I can’t find my command in the “Command” drop-down menu?

• A. If you are from a command that IS NOT LISTED and/or IS NOT WITHIN THE PACOM AOR, you may submit a TT/IATP using the "GUEST" account. Follow the “Use of Guest Account” instructions located in the grey area to the right of the page: To submit an entry using the GUEST account, type the word GUEST in the "Command / Installation" field and then click on the magnifying glass. Then select the appropriate guest account.

2. How do I receive appropriate intelligence briefs if I don’t have ready access to SIPRNet?

• A. If you are traveling to a country not under USPACOM Travel Restriction, you may review the “Country Specific Information” (CSI) sheet for the country you plan to visit at the DoS website http://www.travel.state.gov/. If you are traveling to a USPACOM Travel Restricted country, you must receive a security/intelligence brief by your command/sponsor’s intelligence unit. If you have further questions, please contact the USPACOM Travel Program POCs for amplifying information regarding country-specific threat assessments.

3. How do I meet the requirement for a country-specific threat brief?

• A. The traveler may meet this requirement by visiting with their command intelligence department/division or by reviewing specific country threat assessments on the PACOM J34 SIPRNet portal. The brief must consist of: 1). Current threat levels (terrorism/criminal), 2) History of anti-us activity, 3) History of anti-government activity, 4) Modus operandi – terrorist organizations or criminal activity, 5) Projections/assessments for future terrorism.

4. I’m a DOD civilian employee; do I have to submit a TT/IATP entry?

• A. Yes, when traveling in an official capacity. Per USPACOM 5050-08: (3) (U) All other DOD personnel (civilians, contractors, family members) will enter their travel information into the TT/IATP program prior to traveling to a foreign country in the USPACOM AOR in an OFFICIAL capacity. This applies to OFFICIAL travel when not part of a unit deployment or PCS move, but does not apply to travel within the foreign country of assignment (e.g. assigned to a unit in Japan and traveling in Japan). Personnel are encouraged to enter unofficial travel into the Travel Tracker program.

5. I’m a civilian contractor; do I have to submit a TT/IATP entry?

• A. Yes, when traveling in an official capacity. Per USPACOM 5050-08: (3) (U) All other DOD personnel (civilians, contractors, family members) will enter their travel information into the TT/IATP program prior to traveling to a foreign country in the USPACOM AOR in an OFFICIAL capacity. This applies to OFFICIAL travel when not part of a unit deployment or PCS move, but does not apply to travel within the foreign country of assignment (e.g. assigned to a unit in Japan and traveling in Japan). Personnel are encouraged to enter unofficial travel into the Travel Tracker program.

6. I’m receiving errors when I try to access the TT/IATP program; what is causing this and how do I gain access to the program?

• A. You may be experiencing a CAC certificate/browser compatibility problem.

       Follow the below instructions. Contact the PACOM TT/IATP Coordinator (808-477-9679) if you continue to experience problems:

Check Internet Explorer configuration: 


• a) In Internet Explorer, select 'Tools > Internet Options' from the toolbar.


• b) Select the 'Content' tab.


• c) Click the 'Certificates' button.


• d) Select the 'Personal' tab if it is not selected.


• e) Select your ‘ID certificate’ from the list not the email certificate.


• f) Click the 'View' button.


• g) Select the 'Certification Path' tab.


• h) Ensure the path shown has only 3 items. It should look like 'DoD Root CA 2' > 'DoD CA-##'>'<yourID>'


If it has more than 3 items or does not match (h) above try the following: 


• a) In Internet Explorer, select 'Tools > Internet Options' from the toolbar.


• b) Select the 'Content' tab.


• c) Click the 'Certificates' button.


• d) Select the 'Intermediate Certificate Authorities' tab if it is not selected.


• e) Visually check for certificates in that list that are issued to 'DoD Root CA 2', 'DOD Interoperability Root CA 1', 'SHA-1 Federal Root CA', 'Common Policy'


• f) If the above exists, try removing them from the list by selecting them and clicking the 'Remove' button. You may need your local IT/administrator to remove these certificates.

7. How will I know when/if my APACS request has been approved?

• A. Check the status of your Theater Clearance Request by accessing the APACS program (https://apacs.dtic.mil/apacs/) under the “Theater Clearance Status” field.

8. Do I need Theater and Country Clearance approval if I’m traveling on leave?

• A. Not every country has the same requirements for leave travel. Refer to the Foreign Clearance Manual (Guide) Section IV (PERSONNEL ENTRY REQUIREMENTS FOR LEAVE TRAVEL) section A. CLEARANCE REQUIREMENTS for the clearance requirements of the destination country.

9. If I work in the American Embassy (USDAO/JUSMAG), do I still have to comply with the PACOM travel requirements?

• A. NO. DOD personnel assigned to the U.S. Embassy fall under the force protection responsibility of the Chief of Mission (COM). Check with your particular U.S. Embassy as the Embassy may have specific requirements for travel that you must follow.

10. How do I know if I fall under the Combatant Commander or State Department for Force Protection responsibilities?

• A. Personnel assigned to or on official travel in support of U.S. Embassies of foreign countries are under the FP responsibility of the Chief of Mission (State Department). With few exceptions, all other travelers are under the FP responsibility of their Combatant Command. For more information contact USPACOM J348 (AT/FP/CIP Plans & Programs): 808-477-0136/0391/0656.

11. All the USPACOM travel requirements talk about what to do when I go to a USPACOM Travel Restricted area. Does that mean I don't have to do all these same requirements for a USNORTHCOM Travel Restricted area (Mexico)?

• A. Prior to traveling to Mexico, USNORTHCOM requires travelers to complete a list of required reading, which may be found on the TT/IATP SharePoint portal (https://public.seat.nmci.navy.mil/iatp/default.aspx). Travelers are reminded to research theater-specific travel requirements by visiting the web site of the particular Combatant Command for the destination country. Additionally, consult the Foreign Clearance Manual (Guide) for any Department of State travel restrictions (https://www.fcg.pentagon.mil/fcg.cfm).

12. How do I request a "Waiver" for Personnel Recovery (PR) requirements I can't meet before going on OFFICIAL travel? Who is the "waiver" authority for PR requirements?

• A. HQ USPACOM (J3) 082216Z Feb 12 (WAIVER PROCESS FOR USPACOM PERSONNEL RECOVERY (PR) THEATER ENTRY REQUIREMENTS), which may be found on the USPACOM Personnel Recovery web site , provides Theater Entry Requirements (TER) waiver policy guidance on when and to whom a waiver request should be submitted, waiver format and approval authorities. 13. Do I still have to submit APACS & TT/IATP if I'm just going on leave (Bangkok, Manila, Tokyo, etc)?

A. Yes. Per USPACOM 5050-08: 


• (1) (U) All Active Duty personnel will enter their travel information into the TT/IATP program prior to traveling to a foreign country in the USPACOM AOR. This applies to unofficial travel and official travel when the latter is not part of a unit deployment or PCS move. It does not apply to travel within the foreign country of assignment.


• 2) (U) All Active Duty personnel stationed in the USPACOM AOR will enter their travel information into the TT/IATP program prior to traveling to a foreign country in another Combatant Commander’s AOR. This applies to unofficial travel and official travel when the latter is not part of a unit deployment or PCS move.

14. Do I really have to meet the SERE 100.1 requirement to travel to non-restricted places, even Cities outside the PACOM Theater like London England?

• A. Yes. SERE 100.1 is a DOD requirement and is required for all foreign travel.

15. Can I enter my ISOPREP information or do I need an administrator?

16. What additional steps do I need to take as a traveler with a SECRET clearance? TS/SCI?

• A. Travelers possessing a SECRET need only meet the requirements as stated on the Travel Requirements page. Travelers possessing a TS/SCI clearance must contact their Special Security Officer (SSO) prior to travel to any foreign country.

17. Why does the status of my APACS request still show it as “In Progress” although my Country and Theater clearance has been approved for travel to India?

• A. Some countries, such as India, require a Special Area Clearance. Until all clearances (theater, country, special area) are approved, the status in APACS will display “In Progress”. Refer to the Foreign Clearance Manual (Guide) for country-specific clearance requirements.

18. Can USPACOM waive the SERE 100.1 training requirement? I have been directed by my commander to travel TDY in next couple of days but I did not complete my ISOPREP nor SERE 100.1 training.

• A. Yes. However, USPACOM J358 is the USPACOM Personnel Recovery office that has waiver authority.  For all SERE/ISOPREP/Personnnel Recovery questions, refer to the J358 Personnel Recovery portal:

19. I’m an active duty military person born and raised in Mindanao; am I required to submit an APACS request just to take leave to visit my parents there?

• A. Yes. Per USPACOM 5050-08: All Active Duty personnel will enter their travel information into the TT/IATP program prior to traveling to a foreign country in the USPACOM AOR. This applies to unofficial travel and official travel when the latter is not part of a unit deployment or PCS move. Additionally, because Mindanao, Philippines is under USPACOM Travel Restriction, you must submit a full AT Plan via TT/IATP, which must be approved by an O-7/SES equivalent (or higher) in your chain of command.

20. I’m a DOD-sponsored civilian contractor without access to a SIPR computer; how can I complete the ISOPREP requirement?

• A. If you have a CAC card you can log onto and enter your information in the Army Knowledge Online (AKO) PRO-File system. PACOM cannot waive ISOPREP requirement.

21. Who in my chain of command must approved my Travel Tracker/Individual Antiterrorism Plan (TT/IATP)?

• A. Only travel to USPACOM Travel Restricted countries/areas requires a full AT Plan be approved by an O-7/SES equivalent (or higher) in the traveler’s chain of command. Travel to all other areas not under USPACOM Travel Restriction requires the traveler to complete and submit a Travel Tracker (TT) entry in the TT/IATP program. However, USARPAC requires USARPAC personnel submit a full AT Plan for travel to any destination regardless if it’s under USPACOM Travel Restriction or not. Please contact the USPACOM Travel Program POCs for questions regarding the use of TT/IATP.

22. Are there any restrictions on airlines that travelers may not use during travel?

• A. Yes. The Foreign Clearance Manual (Guide) lists specific countries for which airlines may be waived and the circumstances for which they may be waived. DOD personnel are prohibited from using these countries' national airlines when traveling on official business except for flights directly to/from the US. This prohibition does not apply to contractors or foreign nationals, nor does it apply to DOD personnel on leave travel. If you must travel on any of these airlines as a last resort, you must receive approval from the first O-5 in your chain of command to waive the requirement and allow you to use these airlines.
