NAVAL BASE GUAM - Adm. Karl Shultz, the commandant of the Coast Guard, presided over the groundbreaking ceremony for the new Cmdr. Carlton Skinner Building at Naval Base Guam, July 22, 2019. The building will support three new Fast Response Cutters arriving over the next three years as the Coast Guard continues to modernize its fleet.
