Mongolia, the United States, and other global partners participated in the Tempest Express 39 multinational workshop in Ulaanbaatar, May 14-22, 2024.

Tempest Express 39 builds upon continued coordination of previous multilateral engagements in the Indo-Pacific designed to promote regional peace and security and enhance multinational capabilities and capacity of participating nations.

Tempest Express relies on the foundational coordination of the Multinational Planning Augmentation Team, which has helped develop an international cadre of military planners from nations in or with interests in the Asia-Pacific region and has developed a common set of procedures for multinational capabilities.

The workshop included engagement with academic experts related to multinational Humanitarian Assistance-Disaster Relief Operations, Peace Enforcement Operations, Pandemic Response Operations, Maritime Security Operations, and national Noncombatant Evacuation Operations planning, followed by scenario-based planning exercises.

Mongolian officers and representatives of civilian humanitarian agencies worked with military planners from more than 17 nations to refine the skills of military service members and partners who operate in a coalition or multinational force headquarters. Participants spent the week building capabilities required to provide an immediate international response to non-combat crises.
