YOKOSUKA, Japan - Vice Adm. Fred Kacher, center, commander of U.S. 7th Fleet, opens the new Navigation, Seamanship, and Shiphandling Trainer (NSST) facility during a ribbon-cutting ceremony at Commander, Fleet Activities Yokosuka (CFAY), Jan. 16, 2025. With Kacher are Rear Adm. Greg Newkirk, left, commander of Task Force 70, Capt. Dave Huljack, deputy commodore of Destroyer Squadron (DESRON) 15, Capt.
