ALAMEDA, Calif. - U.S. Coast Guard Petty Officer 3rd Class Ethan Dorais, a boatswains mate aboard Coast Guard Cutter Munro, searches for a simulated man overboard with members of the Philippine Coast Guard during a search-and-rescue exercise Aug. 31, 2021, in the West Philippine Sea. The search-and-rescue exercise simulated both agencies’ bilateral response to a vessel in distress.
