Mister Baldwin is a 1986 graduate of Jacksonville University where he was commissioned through the Naval Reserve Officer Training Corps as a Second Lieutenant in the U.S. Marine Corps. During his military career he served as a Combat Engineer officer and Logistician before retiring from active duty in July 2012.
Throughout his professional career, Mr. Baldwin has served in a variety of operational, command and staff positions across the Marine Corps; and in a variety of corporate, contract, and civil service roles. Having served over 25 years in the Indo-Pacific region, he has a diverse leadership and program management background in military, government service and private industry. He most recently served as the Chief of Staff for Marine Corps Base Camp Blaz, where he was responsible for the stand-up of the command and hiring and organizing its initial civilian staff. Previous assignments in the region include serving as the Director and Program Manager, Defense Policy Review Initiative (DPRI), III Marine Expeditionary Force, Okinawa, Japan; III Marine Expeditionary Force Engineer; and the Program Manager for Exercise Related Construction (J443), Headquarters, U.S. Indo-Pacific Command. Mister Baldwin’s final active duty assignment before retirement was as the Assistant Chief of Staff for Logistics (G4), U.S. Marine Corps Forces, Pacific. After retiring from the U.S. Marine Corps, Mister Baldwin served in several project management positions in private industry ranging from commercial construction to logistics support for Maritime Surveillance Systems, and serving in a U.S. Government contract support position at III Marine Expeditionary Force, before joining the Civil Service. Mister Baldwin joined U.S. Indo-Pacific Command in January 2023 as a Senior Plans Analyst in the Engineering Division, Logistics and Engineering Directorate (J4). He was detailed to his current position in November 2023.
Mister Baldwin’s professional career includes multiple assignments in Japan, Hawaii, and Guam. He has broad experience in consulting and advising U.S., allied, and partner military, government and industry leaders across the region. He is an experienced strategic planner with an operational background that includes Humanitarian Assistance and Disaster Relief, Joint and Combined Operations, Contingency Engineering, Multi-National Logistics, Logistics Management, Fixed Base Operations, Force Modernization, and Organizational Management.
Mister Baldwin holds a Bachelor of Arts degree in International Studies from Jacksonville University, and Master of Arts degrees in Organizational Management from the University of Phoenix, and Strategic Studies from the U.S. Army War College. He holds multiple U.S military and civilian decorations and awards. He is a Certified Defense Acquisition Professional and Joint Specialty Officer. Mister Baldwin is married with two grown children.
