It's a process that might 00:28.041 --> 00:30.152 sound a little bit unusual at first , 00:30.152 --> 00:31.930 but it plays a critical role in 00:31.930 --> 00:33.986 cleaning the pipelines before we can 00:33.986 --> 00:36.152 safely move on to the next step in the 00:36.152 --> 00:38.208 decommissioning of the Red Hill Bulk 00:38.208 --> 00:40.152 fuel storage facility . Joining me 00:40.152 --> 00:42.319 today is Steven Chow , one of our task 00:42.319 --> 00:44.541 force facilities engineers . Who's been 00:44.541 --> 00:46.541 overseeing the technical aspects of 00:46.541 --> 00:48.763 this operation . Steven , thank you for 00:48.763 --> 00:50.763 coming back . Thank you , Admiral . 00:50.763 --> 00:52.763 It's great to be here and help shed 00:52.763 --> 00:52.659 some light on what pigging is and why 00:52.659 --> 00:54.603 it's important to our mission . So 00:54.603 --> 00:56.659 alright , let's , let's start at the 00:56.659 --> 00:58.826 beginning . Piging is gonna sound very 00:58.826 --> 00:58.819 strange to a lot of people . What 00:58.819 --> 01:01.060 exactly is it ? So for industries using 01:01.060 --> 01:03.116 pipelines , a pig is a device that's 01:03.116 --> 01:04.949 used for various purposes . It's 01:04.949 --> 01:07.171 inserted into the pipe and travels from 01:07.171 --> 01:09.171 one point to another . The term has 01:09.171 --> 01:09.139 been affectionately coined due to the 01:09.139 --> 01:11.989 squealing noises it makes as the device 01:11.989 --> 01:14.211 passes through the pipeline . There are 01:14.211 --> 01:16.378 many different types of pigs including 01:16.378 --> 01:18.545 advanced pipeline inspection gauges or 01:18.545 --> 01:20.156 PIGs which can take detailed 01:20.156 --> 01:20.080 measurements as it moves through the 01:20.080 --> 01:22.330 pipe . For our purposes , we will only 01:22.330 --> 01:24.290 be using a flexible foam plug to 01:24.290 --> 01:26.290 basically clean the pipeline before 01:26.290 --> 01:28.346 they're cut and removed . So to your 01:28.346 --> 01:30.568 point , these pigs are gonna help clean 01:30.568 --> 01:32.790 the pipelines before we actually remove 01:32.790 --> 01:32.639 them . That's correct . Think of it 01:32.639 --> 01:34.695 like , uh , wiping a tabletop but in 01:34.695 --> 01:36.750 three dimensions . Our pig will wipe 01:36.750 --> 01:38.528 all the surface of the pipeline 01:38.528 --> 01:40.750 interior in one pass , pushing residual 01:40.750 --> 01:42.806 fuel from one end through the length 01:42.806 --> 01:42.750 until it comes out on the other end . 01:43.279 --> 01:45.612 And we've completed the , the bulk fuel , 01:45.612 --> 01:47.668 uh , defueling , uh , what's left in 01:47.668 --> 01:49.779 the pipelines . Uh , great question . 01:49.779 --> 01:51.835 Uh , bulk defueling of the pipelines 01:51.835 --> 01:54.019 was achieved via mostly gravity flow . 01:54.309 --> 01:56.476 There may still be pockets of residual 01:56.476 --> 01:58.531 fuel trapped where physical barriers 01:58.531 --> 02:00.365 created traps or surface tension 02:00.365 --> 02:02.309 prevented complete draining of the 02:02.309 --> 02:04.031 pipeline . And and why is this 02:04.031 --> 02:05.809 important for us to remove this 02:05.809 --> 02:07.753 residual fuel from the pipelines ? 02:07.753 --> 02:09.976 Safety and environmental protection are 02:09.976 --> 02:09.240 top priorities , so we wanna make sure 02:09.240 --> 02:11.296 that no fuel vapors can endanger our 02:11.296 --> 02:13.407 cutting crews . We also don't want to 02:13.407 --> 02:15.518 have any residual fuel spill from the 02:15.518 --> 02:17.684 pipe sections while it's being handled 02:17.684 --> 02:19.796 during lifting or transport . Picking 02:19.796 --> 02:19.570 the pipeline will dramatically reduce 02:19.570 --> 02:21.850 these risks . So let's spend all the 02:21.850 --> 02:23.794 time . Can you walk us through the 02:23.794 --> 02:26.017 specifics on how this picking operation 02:26.017 --> 02:28.160 would be conducted ? Sure , first we 02:28.160 --> 02:30.160 identify and isolate the section of 02:30.160 --> 02:32.327 pipeline we want to pig . We carefully 02:32.327 --> 02:34.493 remove the pipe spools and or valves , 02:34.493 --> 02:36.438 creating a launching and receiving 02:36.438 --> 02:38.339 location . We set up robust spill 02:38.339 --> 02:40.450 containment of both the launching and 02:40.450 --> 02:42.283 receiving ends . The pig is then 02:42.283 --> 02:44.506 launched where it'll be pulled by cable 02:44.506 --> 02:46.559 or pushed by compressed air . As it 02:46.559 --> 02:48.781 slowly moves through the pipe section , 02:48.781 --> 02:50.948 fuel will be pushed ahead of the pig . 02:50.948 --> 02:53.281 And collected at the receiving location , 02:53.281 --> 02:55.115 the process is repeated for each 02:55.115 --> 02:57.170 section with a new pig until the pig 02:57.170 --> 02:59.226 comes out squeaky or squealy clean . 02:59.226 --> 03:01.226 Residual fuel will then be stored , 03:01.226 --> 03:03.392 handled , and disposed of off island , 03:03.392 --> 03:03.259 similar to the sludge in the tank 03:03.259 --> 03:05.539 bottoms . And how many pipelines are we 03:05.539 --> 03:08.550 talking about ? The Red Hill facility 03:08.550 --> 03:10.869 has 3 main product pipelines uh 03:10.869 --> 03:13.029 traveling the 3 miles from Red Hill 03:13.029 --> 03:15.470 down to Joint Base Pearl Harbor . This 03:15.470 --> 03:17.660 here is actually our smallest of the 3 03:17.660 --> 03:19.771 pipelines , and the , uh , the larger 03:19.771 --> 03:21.938 one is actually twice as wide . So you 03:21.938 --> 03:24.104 can see this gives you a scale of what 03:24.104 --> 03:26.216 the work is that what is that we have 03:26.216 --> 03:28.216 coming up for us . And and how does 03:28.216 --> 03:29.993 pigging help us , uh , meet our 03:29.993 --> 03:31.771 responsibilities to protect the 03:31.771 --> 03:33.771 environment ? Well , we expect that 03:33.771 --> 03:35.993 this pigging operation will capture the 03:35.993 --> 03:38.104 largest portion of remaining residual 03:38.104 --> 03:37.589 fuel , bringing us that much closer to 03:37.589 --> 03:40.020 ensuring that 100% of the fuel has been 03:40.020 --> 03:42.020 removed from the facility . Pigging 03:42.020 --> 03:44.020 will greatly reduce the risk of any 03:44.020 --> 03:46.020 spills during the next steps of the 03:46.020 --> 03:48.131 pipeline removal process . We're also 03:48.131 --> 03:47.580 doing this with close collaboration 03:47.580 --> 03:49.136 with the EP and DOH because 03:49.136 --> 03:51.302 transparency and safety are central to 03:51.302 --> 03:53.358 everything we do . So if there's one 03:53.358 --> 03:55.524 thing , you know , one , thank you for 03:55.524 --> 03:57.524 breaking this down .
