Joining us today is 00:31.600 --> 00:33.711 Josh who is the administrator for the 00:33.711 --> 00:35.822 Navy's consent orders . We're glad to 00:35.822 --> 00:37.878 have you here , Josh , why don't you 00:37.878 --> 00:40.044 tell everybody a little about yourself 00:40.044 --> 00:39.759 and what you do here at the task force ? 00:39.770 --> 00:41.770 My name is Josh Stout and I've been 00:41.770 --> 00:44.000 with the Navy since 2020 working on Red 00:44.009 --> 00:46.560 Hill primarily in project and program 00:46.569 --> 00:48.791 management . And currently I'm with the 00:48.791 --> 00:51.013 closure task force in the environmental 00:51.013 --> 00:52.513 directorate working as the 00:52.513 --> 00:54.625 administrator on the consent orders . 00:54.625 --> 00:56.791 Ok . So , so let's start with the 2015 00:56.791 --> 00:58.902 administrative order and consent . Um 00:58.902 --> 01:00.736 Can you explain what are the key 01:00.736 --> 01:02.791 objectives uh o of that order are uh 01:02.791 --> 01:06.589 yes . So the 2015 AC or A OC , um I'll 01:06.599 --> 01:08.766 say several different acronyms . So uh 01:08.766 --> 01:11.199 hopefully the audience can understand 01:11.209 --> 01:13.153 what I'm saying . But the 2015 , a 01:13.153 --> 01:15.489 administrative order on consent , the 01:15.500 --> 01:18.089 or the A OC was came about as a result 01:18.099 --> 01:21.010 of the spill in 2014 at Red Hill . And 01:21.019 --> 01:23.529 it's an agreement between the Navy , 01:23.540 --> 01:26.230 the Defense Logistics Agency or DL A , 01:26.239 --> 01:28.529 the EPA and the Hawaii Department of 01:28.540 --> 01:31.250 Health . And the main focus of that was 01:31.260 --> 01:33.819 to uh to improve the facility to keep 01:33.830 --> 01:36.489 it operational . And so things such as 01:36.500 --> 01:38.333 upgrading the tanks to secondary 01:38.333 --> 01:40.389 containment and monitoring the 01:40.400 --> 01:43.250 groundwater . However , since the 01:43.260 --> 01:45.260 secretary of Defense uh ordered the 01:45.260 --> 01:48.059 closing of the facility in 2022 the 01:48.069 --> 01:50.180 primary focus is on those groundwater 01:50.180 --> 01:52.720 monitoring efforts . Ok . So , so what , 01:52.730 --> 01:54.970 so that's the 2015 . So what's the , 01:54.980 --> 01:57.339 how's the 20 what's changed , I guess 01:57.349 --> 01:59.016 since , since we began on the 01:59.016 --> 02:01.019 implementation of the 2023 02:01.349 --> 02:03.819 administrative consent order or the AC 02:03.830 --> 02:05.889 O ? Uh Yes sir . So that's a good 02:05.900 --> 02:08.199 question . So the the main difference 02:08.210 --> 02:10.720 is those efforts that are continuing to 02:10.729 --> 02:13.880 go on under the 2015 A OC . So right 02:13.889 --> 02:16.309 now , the , the Navy is working on 02:16.320 --> 02:17.931 three different models , the 02:17.931 --> 02:20.098 groundwater flow model , the veto zone 02:20.098 --> 02:22.153 model , and the contaminant fate and 02:22.153 --> 02:24.153 transport model . And we're working 02:24.153 --> 02:25.653 with those very closely in 02:25.653 --> 02:27.764 coordinations with EPA doh as well as 02:27.764 --> 02:29.931 other stakeholders like the University 02:29.931 --> 02:32.479 of Hawaii and in September of this past 02:32.490 --> 02:34.712 year , we recently submitted our latest 02:34.712 --> 02:36.879 version of that to EPA and doh for the 02:36.879 --> 02:39.320 review . And in addition to that , 02:39.330 --> 02:42.720 we're also continuing to um add to our 02:42.729 --> 02:44.729 extensive monitoring well network . 02:44.729 --> 02:47.529 Since 2021 we've drilled 24 additional 02:47.539 --> 02:49.660 monitoring wells and that creates a 02:49.669 --> 02:52.839 total of 44 that we are sampling out of . 02:53.229 --> 02:55.285 So if I hear you right , what's left 02:55.285 --> 02:57.507 for , for the 2015 , the items left for 02:57.507 --> 03:00.740 the 2015 A OC is really groundwater 03:00.750 --> 03:02.509 flow modeling and groundwater 03:02.520 --> 03:04.631 monitoring network . That's correct . 03:04.631 --> 03:08.149 Yes . So let's move to the 2023 AC O . 03:08.160 --> 03:10.399 Again , the acronyms here are AC OAOC 03:10.410 --> 03:13.119 but A A the 2023 AC O . what , what's 03:13.130 --> 03:15.130 the basis of that and , and explain 03:15.130 --> 03:17.297 kind of what's the , the , the gist of 03:17.297 --> 03:17.279 what , what needs to be accomplished 03:17.289 --> 03:19.456 underneath that consent order ? Sure . 03:19.456 --> 03:22.929 So unlike the 2015 A OC , the 2023 03:22.940 --> 03:26.759 AC O is just between the Navy , the EPA 03:26.770 --> 03:30.759 and uh DL A and its main focus was 03:30.770 --> 03:33.149 to Deuel the facility and close the 03:33.160 --> 03:35.327 facility as well as environmental rest 03:35.327 --> 03:38.520 restoration and then the managing of 03:38.529 --> 03:40.751 the joint based drinking water system . 03:41.229 --> 03:43.729 So across the A OC , we have multiple 03:43.740 --> 03:45.740 different levels of effort that are 03:45.740 --> 03:47.796 going on . And so I really encourage 03:47.796 --> 03:49.740 the audience to go to the Red Hill 03:49.740 --> 03:51.990 website um that the Navy has and the AC 03:52.000 --> 03:54.056 O web page . And they can see all of 03:54.056 --> 03:56.056 the , all of the different projects 03:56.056 --> 03:58.222 that we've completed since the , since 03:58.222 --> 04:00.449 2023 when the AC O began , as well as 04:00.460 --> 04:02.682 those uh those things that we currently 04:02.682 --> 04:04.919 have underway . Um Additional things 04:04.929 --> 04:07.096 that they may be able to find there is 04:07.096 --> 04:09.262 like our monthly progress report where 04:09.262 --> 04:11.262 we provide a more , a more detailed 04:11.262 --> 04:13.151 dive into those projects that are 04:13.151 --> 04:15.207 currently ongoing . Because you talked about the 04:25.485 --> 04:27.570 2015 A OC the 2023 AC O and then you 04:27.579 --> 04:29.579 mentioned the emergency order . How 04:29.579 --> 04:31.746 does the , how does the the the Hawaii 04:31.746 --> 04:33.968 Department of Health Emergency Order uh 04:33.968 --> 04:36.246 uh play with these other two documents ? 04:36.246 --> 04:39.420 Yes . So the Hawaii's Hawaii's um 04:40.010 --> 04:42.529 emergency order is just between the 04:42.540 --> 04:44.429 Navy and the Hawaii Department of 04:44.429 --> 04:46.690 Health . And it sets these uh it's 04:46.700 --> 04:49.519 strictly the guidelines for Deuel and 04:49.529 --> 04:52.079 permanently closing the facility . Ok . 04:52.089 --> 04:53.978 And , and are all these documents 04:53.978 --> 04:56.033 legally binding ? Absolutely . Yes , 04:56.033 --> 04:58.256 they are legally binding . And it takes 04:58.256 --> 05:00.422 a lot of coordinations between the EPA 05:00.422 --> 05:02.980 Doh and Navy to ensure that all of 05:02.989 --> 05:05.211 those orders are tracking appropriately 05:05.211 --> 05:07.545 and that the expectations are being met . 05:07.545 --> 05:09.433 God , I think that accountability 05:09.433 --> 05:11.656 should be reassuring to , to the public 05:11.656 --> 05:11.619 and , and with all three of these 05:11.630 --> 05:14.299 documents in place . Um You know , 05:14.309 --> 05:16.420 sounds like we're seeing an effort to 05:16.420 --> 05:18.890 balance the , the , the expedient . Hey , 05:18.899 --> 05:21.121 let's get it closed with the , with the 05:21.121 --> 05:23.010 need to be thorough is that we go 05:23.010 --> 05:24.955 through this process . Yes , sir . 05:24.955 --> 05:26.955 That's the goal we wanna be able to 05:26.955 --> 05:29.066 safely close the facility and protect 05:29.066 --> 05:31.288 the drinking water . So you mentioned , 05:31.288 --> 05:33.343 um , you know , where the public can 05:33.343 --> 05:32.959 find those documents . I don't know if 05:32.970 --> 05:36.630 it is the emergency order . Uh The 2015 05:36.640 --> 05:39.429 consent AC A OC in the 2023 are they're 05:39.440 --> 05:41.899 all there out on the website ?
