| [3] USPACOM does not include “territories” or “possessions” on the list of “independent states” – even though such entities exist inside the confines of the AOR and represent sovereign land. Rationale: the governing country is either (1) already included in the list above (e.g., the Ashmore and Cartier Islands are a territory of Australia; Australia is on the list) or (2) outside AOR boundaries (e.g., Pitcairn Islands are a territory of the United Kingdom; United Kingdom is outside the AOR). IAW paragraph 9b of 17 Dec 08 UCP, PACOM is “responsible for missions in and around territories and possessions within the AOR irrespective of the location of governing country. In such cases, PACOM will coordinate with the Combatant Commander whose AOR includes said governing country." | ||
