BRIGADIER GENERAL FRANK J. KISNER, USAF

Brigadier General Frank J. Kisner is Deputy Director, Strategic Planning and Policy, U.S. Pacific Command, Camp H.M. Smith, Hawaii. In this capacity, General Kisner supports the Commander, USPACOM, by developing, coordinating and implementing military instruments of power in support of national policies, regional strategy, strategic and contingency plans, theater force structure, and warfighting requirements in the Pacific Command area of operations.
General Kisner graduated from the US Air Force Academy in 1980. He has held a variety of assignments and has commanded at the squadron, group, and wing levels, including command of a special operations wing and airlift wing. Additionally, General Kisner has had staff assignments at Headquarters US Air Force, Joint Special Operations Command, and Pacific Air Forces.
General Kisner has significant experience in combat and leadership in major joint contingency operations. He served on a Joint Special Operations Task Force during Operation DESERT STORM, commanded a Special Operations Squadron in the Air War over Serbia, and conducted contingency operations in Africa. From September 2001 to January 2002, he was forward-deployed as the Joint Special Operations Air Component Commander and Deputy Commanding Officer for Joint Special Operations Task Force-North (TF DAGGER) in Operation ENDURING FREEDOM. From December 2002 to May 2003, General Kisner was forward-deployed as the Joint Special Operations Air Component Commander, Operation ENDURING FREEDOM, and in March 2003 transitioned to be the Combined/Joint Special Operations Air Component Commander, Operation IRAQI FREEDOM and Operation ENDURING FREEDOM.
